Free and Reduced Meals
Groton Public Schools announces its participation in the Community Eligibility Program (CEP) for 2025-2026 school year. Students enrolled at the schools listed below are eligible to participate in the breakfast and lunch program at no cost.Household applications are not required to receive free meals at the following schools. The CEP is part of the federally funded National School Lunch Program and School Breakfast Program. learn more about the Community Eligibility Provision on the USDA website.
All students will be served breakfast and lunch at no charge at the following sites:
- Catherine Kolnaski Magnet School
- Mystic River Magnet School
- Thames River Magnet School
- Groton Middle School
All students, including those who attend one of the CEP eligible schools, should complete a Free or Reduced Price Meals Application online or paper form. Beyond meals, Free and Reduced helps provide information for our district to receive other important services and supports for our students.
What is CEP?
CEP (Community Eligibility Provision) is a federal option that allows certain schools to offer free breakfast and lunch to all students, without collecting meal applications.
Why aren't all schoolsl CEP?
To qualify, a school must have a high percentage of students directly certified for free meals through programs like SNAP or Medicaid. If that percentage is too low, the school doesn’t qualify or may not receive enough funding to cover all meal costs.

To file a program discrimination complaint, complete the USDA Program Discrimination Complaint Form, AD-3027, found online at How to File a Program Discrimination Complaint and at any USDA office or write a letter addressed to USDA and provide in the letter all of the information requested in the form. To request a copy of the complaint form, call (866) 632-9992.
